Duties of Management Team

A. Emergency Coordinator (EC) / RACES Officer (RO)

  1. Direct the overall operation and functions of Columbia County ARES/RACES

  2. Report to State RACES and Columbia County Department of Emergency Services

  3. Report to ARES District Emergency Coordinator (DEC

  4. Represent (or designate) Columbia County ARES/RACES at Oregon ARES District 1 meetings.

B. Assistant Emergency Coordinator (AEC) – Operations

  1. Operational Assistant to EC during emergencies/disasters

  2. Net Manager for ARES/RACES nets

  3. Net Control Team

  4. Maintain liaison with Nation Traffic System (NTS)

  5. Maintain Operations Logs

C. Assistant Emergency Coordinator (AEC) – Administration

  1. Recruiting

  2. Public Relations

  3. Columbia County Amateur Radio Club Liaison

  4. Training Coordinator

  5. Procurement and/or coordination of member supplies

    1. Registration Information Packets

    2. Training Manuals

    3. Caps, patches, vests, lanyards, ID badges

    4. 72 hour emergency kits

    5. Map books

  6. Maintain Personnel and Attendance Records

D. Assistant Emergency Coordinator (AEC) – Liaison

  1. Maintain liaison with government & public service agencies

E. Assistant Emergency Coordinator (AEC) – Logistics

  1. Procurement, coordination and inventory of equipment

    1. Base station radios

    2. Antennas

    3. Generators and batteries

    4. Computers and printers

    5. Office equipment and supplies (including message forms)

  1. Coordinate availability of repeater(s) and packet nodes

  2. SYSOP for Columbia County ARES/RACES packet network

  3. Maintain installed radio stations at the ECC

Maintain a database of resources, including a roster of registered membership
 

GENERAL: Team Leaders are responsible for the overall preparedness of their respective team to respond to an emergency or disaster, when activated by the Emergency Coordinator. Duties include the following:
 

  1. Encourage team members to attend the monthly ARES/RACES meetings.

  2. Encourage team members to be prepared for “call out” at any time.

    1. 72 hour emergency kit.

    2. Identification badges, cap, vest.

    3. Radios in working order, equipped with standard ARES power connectors.

    4. Spare batteries, including alkaline.

    5. Portable antennas including a “mag-mount”.

    6. Training Manual, map book, message forms, etc.

  3. Conduct a bi-monthly team exercise or training session (alternate months with general exercises).

  4. Volunteer yourself (or a team member) to be a net control operator for the Tuesday night ARES Information Net.

  5. Recruit team members, in cooperation with the Assistant Emergency Coordinator for Administration.

  6. Become acquainted with the agencies supported within your team boundaries.

    1. Together with the Assistant Emergency Coordinator for Liaison, meet with agency officials and discuss the emergency communications support that ARES/RACES can provide.

    2. Become familiar with the agency facilities and possible radio/antenna installations.

    3. Keep your team members apprised of what you learn from these contacts.

  7. Keep the Assistant Emergency Coordinator for Logistics informed of any changes in team resources.
